    The Committee on Government Organization moved to amend the bill by striking out the title and substituting therefor a new title, to read as follows:

    Eng. Com. Sub. for House Bill 2534--A Bill to amend the Code of West Virginia, 1931, as amended by adding thereto a new article, designated §47-26-1, §47-26-2, §47-26-3, §47-26-4 and §47-26-5, all relating to the regulation of pawnbrokers; defining terms; requiring transaction records; detailing information to be included in transaction records; providing that transaction records are to be made available to certain law enforcement; clarifying that transaction record information is not public information; specifying misdemeanor criminal penalty for violations; requiring record retention; and allowing for additional local regulation by municipalities or counties.
